										<content:encoded><![CDATA[<p>In June 2020, the DMSC began the development of a new metrology standard to provide a common approach for tagging and uniquely identifying product characteristics that are of interest for the product realization process in a Model-Based environment. The goal was to create an ANSI/ISO standard that would be applicable for both human-readable communication and machine-readable applications that can enable the digital thread.</p>
<p><a href="https://share.ansi.org/Shared%20Documents/Standards%20Action/2023-PDFs/SAV5434.pdf" target="_blank" rel="noopener"><img decoding="async" class="alignright wp-image-6091 size-full" src="https://qifstandards.org/wp-content/uploads/2023/08/ANSI-Standards-Action.png" alt="ANSI Standards Action" width="384" height="84" srcset="https://qifstandards.org/wp-content/uploads/2023/08/ANSI-Standards-Action.png 384w, https://qifstandards.org/wp-content/uploads/2023/08/ANSI-Standards-Action-300x66.png 300w" sizes="(max-width: 384px) 100vw, 384px" /></a>After three years of effort by way of the Working Group process, a completed standard proposal was recently presented to the DMSC Standards Committee for approval as part of the DMSC development process. After a couple of days of “fine-tuning” at an in-person meeting, the <a href="https://qifstandards.org/model-based-characteristics-proposal-approved-via-dmsc-standards-committee-vote/">Standards Committee vote</a> was overwhelmingly affirmative, and the proposal now has moved on to the next step in the approval process.</p>
<p>The proposed standard, named “<strong>Model-Based Characteristics: Persistent Identification and Related Digital Practices</strong>” has been submitted to ANSI for inclusion in their public announcement publication, “Standards Action”. Standards Action is ANSI’s key public review vehicle for domestic and international standards activities. Published weekly and freely available by download or email subscription, it is intended to facilitate review and consensus by all interested parties.</p>
<p>The new DMSC standard proposal appeared in the <a href="https://share.ansi.org/Shared%20Documents/Standards%20Action/2023-PDFs/SAV5434.pdf" target="_blank" rel="noopener">August 25, 2023 edition (page 25)</a> of the ANSI Standards Action, and according to ANSI procedures, will be available for Public Review for a period of 45 days (comment deadline: October 9th). Comments will be forwarded to DMSC, and a response is required.</p>
<p>After the Public Review period, the proposed MBC standard will be subject to an ANSI special audit to assure compliance with all DMSC procedures. An audit date is yet unspecified; we are waiting for confirmation of the ANSI audit schedule, potentially as soon as November 2023.</p>
<p>The last step in the process would be a final review by ANSI, at which point ANSI would approve the MBC proposal as an official ANS (American National Standard).</p>

										<content:encoded><![CDATA[<p>The DMSC Model-Based Characteristics (MBC) Working Group (WG) completed a proposal of a new standard to be proposed to ANSI for approval. The proposed new standard offers Nomenclature, Definitions and Symbols for Model-Based Characteristics with persistent identification. According to ANSI procedures, there are several steps that DMSC must complete before the proposal is submitted to ANSI.</p>

An in-person meeting was held in June 2023 at the University of Texas at Arlington (Ft. Worth). There were 19 participating companies at the meeting, most of which (but not all) were DMSC members. Those that could not attend in-person observed the meeting online. After several days of reviewing the proposal (180 pages), an in-person vote was held to “accept, abstain or reject” the proposal. Votes were also accepted from companies observing online. DMSC members that were not represented in-person, online, or by proxy were solicited by email for their vote regarding the proposal.</p>
<p>After considerable (and spirited) discussion, a final version of the document was agreed upon by the in-person and online group. Voting was recently completed with Ray Admire, Chair of the SC, tabulating all votes and reporting an overwhelming approval of the proposed standard document. The vote tabulation included all in-person, online, proxy, and email responses. </p>
<p>Still yet to be done are a few details such as proofreading the document, and preparation of the ANSI required BSR-8 form. One extra step required by ANSI is an audit of this entire process which will be scheduled once all documents are in a final state.</p>
<p>Assuming the audit process goes well, the final step will be submitting the proposal to ANSI via the BSR-8 form. ANSI will then announce the proposed standard in their “Standards Action” publication, which allows for comments from the public. The public review period will be 45 days. If there are public review comments, DMSC is required to respond in writing. Public Review comments are fairly rare but could potentially delay acceptance by ANSI.</p>
<p>Acceptance by ANSI means that the DMSC Model-Based Characteristics standard would be approved as an American National Standard (ANS). A three-year effort by DMSC, the completion date for this entire process is estimated at Fall, 2023.</p>

Nearly twenty companies attended the in-person meeting, held at the University of Texas at Arlington (UTARI), June 20 – 22, 2023.</p>

Since then, WG meetings were held twice a month, ultimately crafting a 186-page document that satisfied the intent of the initial WG charter.</p>
<p>The process of moving a new proposal from a WG to the DMSC Standards Committee is formally defined by DMSC Procedures. As part of the submission to ANSI process, the MBC WG completed a proposal which was then given to the DMSC Standards Committee (SC) to review. The SC called an in-person meeting and made multiple announcements for any and all interested parties to join the meeting for the purpose of voting to decide if the proposal should be submitted to ANSI.</p>
<p>The SC completed a final review of the to-be-submitted document, and following the DMSC voting procedures, conducted a formalized vote to decide to submit this version of the MBC 1.0 to ANSI for approval.</p>

<p>After some spirited discussion, voting by the SC for the proposal was overwhelmingly affirmative. Currently the proposal documents are in the final stages of preparation before making the actual submission to ANSI. The DMSC submission will first undergo an ANSI audit, then be announced to the world as the Public Comment part of the ANSI process. The proposal will be available for Public Comment by way of the ANSI publication, “Standards Action” for a period of 45 days.</p>
<p>If there are formal comments from the public, comments are forwarded by ANSI and may warrant a response by DMSC. Upon ANSI approval of the proposal from the SC, ANSI will announce the MBC 1.0 as a newly approved American National Standard (ANS).</p>
<p>Elements of MBC 1.0 standard may ultimately be incorporated into QIF 4.0, and the ASME Committee has expressed interest in including portions of MBC 1.0 into the evolving Y14.45 Data Reporting standard.</p>
<p>It is anticipated that ANSI could approve the new MBC 1.0 standard as soon as September, 2023.</p>

WG co-Chair Mark Nielson (TechAzul) has indicated that a finished document should be ready for submission to the DMSC Standards Committee in just a few weeks.</p>
<p>The process of moving from WG to the DMSC Standards Committee to ANSI is defined in the 2022 version of the DMSC-ANSI Procedures. New standards that are intended to ultimately be designated by ANSI as an American National Standard (ANS) must follow these procedures – and this is the intent for MBC 1.0. The DMSC Standards Committee has scheduled an in-person meeting hosted at the University of Texas at Arlington (DFW) for June 20 – 22, 2023. The Standards Committee will convene and complete a final review of the to-be-submitted documents, and then do a formalized vote to decide to submit this version of the MBC 1.0 to ANSI.</p>
<p>According to DMSC procedures, any interested individual or company may request to be part of the Standards Committee activities – DMSC membership is encouraged, but not required. Anyone wanting to join the DMSC Standards Committee must submit a written (email) request to <strong><a href="mailto:ray.admire@lmco.com" target="_blank" rel="noopener">Standards Committee Chair Ray Admire</a></strong> (Lockheed Martin) or <strong><a href="mailto:mark.thomas@qifstandards.org" target="_blank" rel="noopener">DMSC Executive Director Mark Thomas</a></strong> (DMSC). A simple note to request inclusion is adequate. By individual request, MBC WG participants have already been included in the Standards Committee. To be compliant with DMSC procedures, additional <span style="text-decoration: underline;"><strong>requests must be made by May 22nd, 2023</strong></span>. Note there will be one vote per Standards Committee company – companies with multiple involved individuals should make a decision as to who will represent the company for voting purposes.</p>
<p>Additionally, according to DMSC procedures, members of the Standards Committee must have some “active participation” in the development effort, which could include being part of the MBC WG, or, at the very least, attending the June in-person meeting. Part of the in-person meeting will be available as a tele-meeting conference, but interactive communication is beyond what the facility (UT) can provide and should be considered for informational purposes only.</p>

<p>The Model-Based Characteristics Working Group launched June 2020 and conducts meetings on the 2nd and 4th Wednesday of the Month (11a-12p ET) for the purpose of developing a draft proposal for a <strong>new ANSI standard</strong> for Model-Based Characteristics: Nomenclature, Definitions, Symbols, and Practice. Additional meetings may be added as deliverables demand.</p>

This transition is now nearly complete, with current Working Group (WG) proceedings (and more) being available to all via DMSC SharePoint. Participation has been highly-active by way of the scheduled WG meetings and there has been strong demand to view completed documents for both the QIF 4.0 and Model-Based Characteristics (MBC) initiatives.</p>
<p>The goal has been to make WG documentation, and other DMSC activities, available to all. Despite a few minor issues with access, this mission has been completed. In keeping with the ANSI theme of &#8220;openness”, documentation for most DMSC activities is available to “anyone with the link”.</p>
<p>Each WG has its own folder on the DMSC SharePoint drive, and typically includes:<br />
• recording of each meeting<br />
• updated PowerPoint presentation for that meeting<br />
• attendance list</p>

DMSC is re-forming the Standards Committee to meet this objective.</p>
<p>The next step in the process is a final review and approval (vote) by the Standards Committee of the MBC Standard document. The <a href="https://qifstandards.org/working-groups/"><strong>DMSC Standards Committee is chaired by Ray Admire</strong></a> and consists generally of DMSC members and/or members of the MBC Working Group. However, in the spirit of openness, the offer to join the Standards Committee is extended to any and all interested individuals and companies. DMSC membership is encouraged, but not required for participation.</p>
<p>The DMSC Standards Committee will fine-tune the documentation before submission to ANSI. The Standards Committee will either: formally vote on the final document, affirmatively, negatively, negatively with comment, or abstain. Since the proposed new standards document is coming directly from the MBC Working Group, it is expected that the fine-tuning process will be minimal and expedient.</p>
<p>If the proposed new Standard documentation is approved the DMSC Standards Committee, it will be submitted to ANSI for Public Review. The Public Review phase typically takes around 45 days. Should public comments be received, the Standards Committee will respond. With the resolution of public comments, if received, then ANSI will complete a final review. The final step in the process will be publishing the proposal as a new ANSI standard.</p>
<p>The entire submission process should be completed in one or two Standards Committee meeting sessions. The DMSC Standards Committee will convene roughly within the next 60 days (March &amp; April, 2023). You must make a formal request to join the Standards Committee.</p>
