DMSC Founder, soft-spoken Bailey H. Squier, brought laughter and memories of the “old days” of DMIS and DMSC during his unannounced visit to recent Standards Committee (SC) meeting held in Arlington, Texas June 20-22, 2023. His humor and wit brought smiles to all in attendance as he recounted the formation of the Digital Metrology Standards Consortium.

Curtis Brown, DMSC President (L) and
Bailey Squier, DMSC Executive Director Emeritus

Many participants of the SC meeting had already known Bailey from the early days of DMSC and the development of the Quality Information Framework/QIF and Dimensional Measuring Interface Standard/DMIS standards – going back to the 1980s. Bailey’s guidance and humor made working through the origins of early DMSC and QIF a pleasure.

Being author of the original DMIS standard, Bailey brought his experience as a nuclear physicist to the mission of going from an idea to a bona fide standards organization – what we now know as DMSC. He’s especially proud to know that both standards he helped develop have earned ISO status.

Bailey, now 87, entertained the in-person and on-line SC group with several stories about his tribulations transitioning pieces of the CAM-I organization into DMSC. DMSC became incorporated in 2005, and Bailey continues to serve the DMSC as Executive Director Emeritus.

Update 6/28/23: Sadly, shortly after this article was published, Bailey H. Squier passed over the bar, peacefully and surrounded by friends.

WG co-Chair Mark Nielson (TechAzul) has indicated that a finished document should be ready for submission to the DMSC Standards Committee in just a few weeks.

The process of moving from WG to the DMSC Standards Committee to ANSI is defined in the 2022 version of the DMSC-ANSI Procedures. New standards that are intended to ultimately be designated by ANSI as an American National Standard (ANS) must follow these procedures – and this is the intent for MBC 1.0. The DMSC Standards Committee has scheduled an in-person meeting hosted at the University of Texas at Arlington (DFW) for June 20 – 22, 2023. The Standards Committee will convene and complete a final review of the to-be-submitted documents, and then do a formalized vote to decide to submit this version of the MBC 1.0 to ANSI.

According to DMSC procedures, any interested individual or company may request to be part of the Standards Committee activities – DMSC membership is encouraged, but not required. Anyone wanting to join the DMSC Standards Committee must submit a written (email) request to Standards Committee Chair Ray Admire (Lockheed Martin) or DMSC Executive Director Mark Thomas (DMSC). A simple note to request inclusion is adequate. By individual request, MBC WG participants have already been included in the Standards Committee. To be compliant with DMSC procedures, additional requests must be made by May 22nd, 2023. Note there will be one vote per Standards Committee company – companies with multiple involved individuals should make a decision as to who will represent the company for voting purposes.

Additionally, according to DMSC procedures, members of the Standards Committee must have some “active participation” in the development effort, which could include being part of the MBC WG, or, at the very least, attending the June in-person meeting. Part of the in-person meeting will be available as a tele-meeting conference, but interactive communication is beyond what the facility (UT) can provide and should be considered for informational purposes only.

As this effort draws closer to completion, look for interim, single-subject announcements to keep you up to date. Or contact Mark Thomas for more detailed information.

Preparations are being made to follow the required procedures for submitting the proposed standard to ANSI sometime in the next 60 days (April-May 2023). DMSC has re-formed the DMSC Standards Committee to meet this objective.

The next step in the process is a final review and approval (vote) by the Standards Committee of the MBC proposal document.

MBC 1.0 will include model-based definition with persistent identification. It will compliment the Quality Information Framework (QIF) standard by adding engineering requirements to the model including nomenclature, definitions, symbols, data structures, and practices for product definition. QIF was created by The Digital Metrology Standards Consortium (DMSC). DMSC is responsible for the development, maintenance and support of the QIF standard, as well as the Dimensional Measuring Interface Standard (DMIS).

Ray Admire

The DMSC Standards Committee is chaired by Ray Admire and consists generally of DMSC members and/or members of the MBC Working Group. However, in the spirit of openness (and an ANSI requirement), the offer to join the Standards Committee is extended to any and all interested individuals and companies. DMSC membership is encouraged, but not required for participation.

So far, the following companies have expressed interest in participating in the DMSC Standards Committee:
Note: you must specifically request to participate

• Hexagon
• Mitutoyo America
• Johns Hopkins APL
• Lockheed Martin
• Honeywell
• Action Engineering
• Pratt & Whitney

The DMSC Standards Committee will fine-tune the documentation before submission to ANSI. The Standards Committee will either: formally vote on the final document, affirmatively, negatively, negatively with comment, or abstain. Since the proposed new standards document is coming directly from the MBC Working Group, it is expected that the fine-tuning process will be minimal and expedient.

If the proposed new Standard documentation is approved the DMSC Standards Committee, it will be submitted to ANSI for Public Review. The Public Review phase typically takes around 45 days. Should public comments be received, the Standards Committee will respond. With the resolution of public comments, if received, then ANSI will complete a final review. The final step in the process will be acceptance of the proposal as a new ANS (American National Standard).

The entire submission process should be completed in one or two Standards Committee meeting sessions. The DMSC Standards Committee will convene roughly within the next 60 days (April-May 2023). The Standards Committee work may be done through an in-person meeting, or may be a hybrid meeting – details are yet to be determined.
